Responsibilities
The Town Administrator is charged with overseeing and administering the general business of the Town of Wayland, implementing policies to achieve the goals of the Board of Selectmen, and ensuring that available resources are being used in an efficient and effective manner.  In addition to serving as the Chief Procurement Officer for the town, the Town Administrator directly supervises departments and functions under the jurisdiction of the Board of Selectmen.

Wayland's Town Administrator
Frederic E. Turkington, Jr. was appointed Wayland's first Town Administrator in July 2005 following an extensive search.  Annual Town Meeting in 2004 approved a bylaw establishing and setting forth duties and responsibilities for the position.  For detailed description, see Town Code, Section 60.

Mr. Turkington graduated from Bates College in Lewiston, Maine with a bachelor of arts degree in political science in 1984 and the University of Connecticut Graduate School with a master of public affairs degree in December 1985.  While a student at UCONN, he interned with the City of Norwalk, Connecticut and was elected to Pi Alpha Alpha, the public administration honor society.  Following graduation, Mr. Turkington was selected for the Presidential Management Fellows program and worked for the U.S. Department of Justice in legislative affairs, budgeting and program evaluation.  

In August 1987, he left the Federal government to begin a career in municipal government.  He served as the first Assistant Town Administrator in Vernon, Connecticut, where he was responsible for human resources, collective bargaining, and insurance and risk management.  He also provided staff support to Town Council sub-committees and oversight of the police, recreation and public works departments.  In April 1996, Mr. Turkington was appointed chief administrative officer of Canton, Connecticut.  His accomplishments while CAO included approval of recommended budgets by town meeting or referendum every year, construction of a police facility, renovation of a former elementary school into a library and community center, renovations of three of Canton's four schools, and recognition by the Government Finance Officer's Association with a certificate of achievement for the town's Comprehensive Annual Financial Report.

In September 2005, Mr. Turkington became Wayland Town Administrator.  He first earned designation as a credentialed municipal government manager from the International City/County Management Association in 2004.  The designation has been reaffirmed each year and represents recognition of a commitment to professional development, continuing education, best management practices, and personal assessment.  In addition to his professional responsibilities, Mr. Turkington is engaged in regional groups that benefit the town.  He helped re-organize the West Suburban Managers Association, a voluntary collaborative of town administrators from twenty-one towns in MetroWest committed to cooperation, best management practices, and exploring opportunities for regional interaction.  He is an active member of the Massachusetts Municipal Management Association and the International City/County Management Association, and currently serves as first vice-president of MMMA.  He is expected to have the privilege of serving as MMMA president in 2013 when Boston/New England Region serves as host of the 99th ICMA Annual Conference from September 21-25, 2013.  Mr. Turkington also serves on the Massachusetts Municipal Association board of directors, the policy committee on Municipal and Regional Administration, and has been appointed by the Governor to serve on the Local Government Advisory Committee.
