Facilities Department
The Wayland Facilities Department was created in July 2007 upon agreement with the Town Administrator, Board of Selectmen, School Superintendent and the School Committee. Established to more efficiently manage operations of all municipal and school buildings, the Facilities Department has oversight for and management of eighteen facilities and approximately one million square feet of property, including five school buildings and all municipal buildings such as the Town Building, Public Safety Building, Fire Station, Town Library, the DPW Garage Facility, Water Treatment Plant, Wastewater Treatment Plant, and the DPW Transfer Station. Responsibilities include custodial services, building maintenance and repairs, support of capital projects and day-to-day project management for new construction and major renovations.
The Town of Wayland Facilities Department is responsible for the coordination and care of all Town-owned buildings and surrounding property, inclusive of those under the control of the Board of Selectmen, Town Administrator, Library Trustees, Board of Public Works, School Committee and the Wastewater Management District Commission. All costs for maintenance and project management, utilities and building rentals are contained within this department. Public Buildings Director John Moynihan annually recommends capital projects to maintain all buildings in a condition suitable for their intended use. The Facilities Department administers a Facilities Master Planning Process with the Town Administrator and the Superintendent of Schools.
Facilities Department Responsibilities include:
- Capital improvements and planning
- Maintenance of the Five-Year Capital Improvement Plan
- Custodial care/cleaning
- Landscaping and pedestrian snow removal for all school property
- Maintenance and repairs of all Town-owned property
- Compliance with the Commonwealth of Massachusetts Procedures for Procurement of Goods, Services, Design Services and Construction under Chapter 30B, 149, 149A, and 30/39M for all Town projects and services
- Management of all vendor contracts
- Utility negotiations and energy management
- Payment of all facility-related vendor invoices
- Payment of all Town utility bills
- School building rentals.
The Department oversees large and small renovation projects and new facility construction, supplying project management and administrative support as required for these projects.
Current Major Projects include:
- Wayland High School Building Expansion Project - Completed on time and under budget -- students moved in after Winter Break in January 2012
- Repairs to the Public Safety Building following 2010 flood damage
- Construction of a new Wastewater Treatment Plant.
- Design of a new DPW Facility
