Assisted Living

Accessory Apartments
Wayland’s housing stock consists of almost exclusively single
family dwellings. However, there is a bylaw that allows a homeowner
to create and rent an accessory dwelling unit. It defines an
accessory apartment as an “additional set of living facilities with
permanent provisions for living, cooking, and sanitation, located in
a single residence dwelling or an accessory building.” This bylaw
eases the requirements for homeowners willing to contract with the
Wayland Housing Authority (WHA) to rent to persons of low-income by
allowing an accessory apartment in a home on a lot as small as
15,000 square feet.
Homebuyers Soft Second Loan Program
The Soft Second Loan Program is a joint initiative of the public
and private sectors to increase affordable housing opportunities for
low- and moderate-income homebuyers. The program increases the
purchasing power of income-eligible households by combining a
conventional first mortgage with a publicly subsidized second
mortgage.
After a 5% down payment, a standard 30-year fixed-rate mortgage
may cover up to 75% of the purchase price of a home with a publicly
subsidized second mortgage covering the remaining 20%. This “Soft
Second” mortgage is fully amortized with “interest-only” payments
for the first 10 years, during which time public money helps lower a
household’s monthly housing cost.
For the first 5 years, public funds cover up to 75% of the monthly
payments on the second mortgage. Over the next five years, the
amount of subsidy gradually decreases until it is fully phased out
by year 10.
The Program is limited to first-time homebuyers with a current
total household income at or below 80% of the median income. There
are maximum purchase price limits.
First-Time Homebuyer Lotteries
From time to time, the
Town offers affordable housing ownership opportunities to first time
homebuyers. Participating private developers are required to build
and sell a percentage of units as affordable housing. Generally
these units follow the State’s Local Initiative Program regulations
for asset and income limits. All units are deed-restricted to
preserve affordability. Wayland currently has 14 units of
affordable housing units that will be sold to a first-time homebuyer
upon resale. All sales and resales are advertised and the new buyer
is selected through a lottery.
Wayland Housing Associates
The Wayland Housing Associates, Incorporated (WHAI) was organized
by a group of housing advocates in 1994 to find alternative and
innovative ways to develop affordable housing for persons of low-
and moderate income. The WHAI works with public and private entities
to develop, sell, and manage diverse types of affordable housing.
The WHAI accepts financial and real
estate donations. As a non-profit organization, all donations are
tax deductible.
