Establishment

The Operational Review Committee ("Committee") was formed at the April 2010 Town Meeting to oversee the implementation of Resolution #6.  As noted in the Committee’s Report to 2011 Annual Town Meeting, the Committee engaged The Abrahams Group in August 2010 to conduct a review of Town and School budget and expenditure reporting, an evaluation of non-educational service delivery structures and a review of the School Administrative structure.  Through two different reports dated June 27, 2011 and October 24, 2011, the Committee provided its views and input on The Abrahams Group’s recommendations.

In 2011, the Committee's charter was expanded to include the oversight of Article 8, the Restatement of Fiscal Year 2011 School Expenses.  Given that The Abrahams Group had completed – and the ORC had reviewed – a review of Town and School Budget and Expenditure Reporting in 2010, The Abrahams Group was re-engaged in August of 2011 for this project.

The Abrahams Group submitted to the Operational Review Committee the “Restatement of Wayland Public Schools FY 11 General Fund Expenditures and FY 11 Revolving Funds” and reviewed this document with the Committee on December 21, 2011.  Prior to that, on December 5, 2011, The Abrahams Group met with the Committee to discuss preliminary findings and to update on requests made for additional information with which to complete the report.

The Committee provided feedback, asked questions and requested clarifications of the Abrahams Group regarding the document requests and to get a better understanding of the duration of this analysis.  A draft report was received on December 12, 2011 and reviewed with the Committee on December 21, 2011.  In subsequent Committee meetings through March of 2012 the Committee reviewed specific recommendations made by The Abrahams Group and drafted a preliminary report.  Because of scheduling delays and meeting conflicts the Committee was not able to issue and vote on a formal report until August 27, 2012.  The Committee elected to adopt some, but not all of the recommendations in the report.  The Committee’s report, which included its views and input on The Abrahams Group’s recommendations, was then presented to the School Committee on August 29, 2012.

The Committee met on September 24, 2012, to review and approve outstanding meeting minutes and to formally disband.  The documents produced and received by the Committee, including its charge, agendas and minutes, can be found below.
