The Town of Wayland shall receive General Bids at the Town of Wayland Facilities Department, 2nd Floor, Wayland Town Building, 41 Cochituate Road, Wayland, MA 01778 for the 2018 Water Main Improvements Project (Route 20), Contract No. 18-2017, DWSRF No. 4407, until 2:00 PM prevailing time, Wednesday, June 13, 2018, at which time bids will be opened and publicly read aloud.  Bids submitted after this time will not be accepted. There will be no pre-bid conference conducted for this project.

The Work of this Contract generally consists of furnishing and installing approximately 2,600 linear feet of 12-inch diameter ductile iron water main in Boston Post Road (Route 20) from Cochituate Road to #397 Boston Post Road (MassDOT Sta. 108+75 to Sta. 85+00) and approximately 340 linear feet of 12-inch diameter ductile iron water main on Pelham Island Road from Boston Post Road (Route 20) to Old Sudbury Road (Route 27), with associated service connections, valves, fittings, hydrants, and appurtenances and surface restoration.  Trench dewatering will be required along the route of the new water main installation.  Due to the presence of contaminants in the groundwater along some sections of the water main installation, the Work requires the treatment and proper discharge of groundwater in accordance with the National Pollutant Discharge Elimination System (NPDES) Permit between MassDOT STA. 101+20 to MassDOT STA. 90+60.  All work shall be conducted between the hours of 9:00 PM and 5:00 AM and shall be Substantially Complete by November 15, 2018.  Final paving associated with the Work shall occur after March 15, 2019, and Final Completion of the Work shall be by April 30, 2019.

Bidding documents will be available, free of charge, on or after 2:00 PM on Wednesday May 23, 2018, and may be electronically downloaded from the Town of Wayland website at www.wayland.ma.us/bids by selecting “18-2017, 2018 Water Main Improvements (Route 20).”  Plans and specifications may also be examined at the following locations: Town of Wayland, Department of Public Works, 66 River Road, Wayland, MA 01778; Town of Wayland Facilities Department, Wayland Town Building, 41 Cochituate Road, 2nd Floor, Wayland, MA 01778; Tata & Howard, Inc., 67 Forest Street, Marlborough, MA  01752.

Bidders must meet the minimum experience requirements set forth in Article 3 of the Instructions to Bidders (Section 00100) in the contract documents. Each bid shall be accompanied by a bid security in the amount of 5% of the total bid amount and in the form described in the Instructions to Bidders.  A Performance Bond and Labor and Materials Payment Bond each in the amount of 100 percent of the contract price will be required in the form described in the Instructions to Bidders.

Each bid shall be accompanied by a Certificate of Non-Collusion and Certificate of Tax Compliance included in specification Sections 00411 and 00412, respectively.

Bids for this Contract are subject to the provisions of Massachusetts General Law, Chapter 30, Section 39M (MGL C.30, S.39M).  No Bidder may withdraw his bid within 30 days (Saturdays, Sundays and legal holidays excluded) after the actual date of the opening of the General Bids.  Minimum Wage Rates as determined by the Commissioner of Department of Workforce Development under the provision of the Massachusetts General Laws, Chapter 149, Sections 26 to 27D, as amended, apply to this project.  Federal Minimum Wage Rates as determined by the United States Department of Labor under the Davis-Bacon Act also apply to this project.

Disadvantaged Business Enterprise (DBE) goals are applicable to the total dollars paid to the construction contract.  The goals for this project are a minimum of 4.2 percent D/MBE participation and 4.5 percent D/WBE participation by certified DBEs.  Bidders shall submit completed DBE forms (EEO-DEP-190C & EEO-DEP-191C and the DBE Certification of United States Citizenship form) with their bid.  These forms are provided in Section 00300.  Failure to comply with the requirements of this paragraph may be deemed to render a proposal non-responsive. 

This project requires compliance with the Massachusetts Department of Environmental Protection’s Diesel Retrofit Program. The information for the program, the Statement of Intent to Comply, and the Diesel Retrofit Program Contractor Certification is provided in section 00820E.
